SBCA ARC Committee Monthly Meeting Minutes for April 21, 2006 Approved
Attendees: A. Andersen (SBCA ARC), T. Callahan (SBCA ARC), L. Elton (SBCA ARC) L Colasurdo (SBCA ARC), Rita Clark, M.Fleming, Pat Traci, Kathy Traci, Steve Werre.
Meeting called to order at 9:00 a.m.
Minutes of last meeting approved; moved by T. Callahan, 2nd by A. Andersen
Pending applications: 06-013 – Woodridge – Were- complaint
Mr. Were would like his neighbor to cease spraying and planting on his (Were’s) property. Mr. Were gave a description of events and actions between the two neighbors; and as a result of past actions, Mr.Were is asking that a licensed landscaper remove and/ or correct situation, The SBCA Arc will send a letter to Mr. Porter informing him that he may not spray herbicide (CC& R’s) and that a licensed contractor is to correct the landscaping issues outlined by Mr. Were, and to inform Mr. Porter that the SBCA ARC has determined the Were propane tanks are suitably located as per the CC & R’s. approved

A letter will be sent asking for a response to a previous letter sent to him last fall; conditional approval will be given for the landscaping plans with a copy of letter with conditions sent to the Werre’s, conditional approval

Mr. and Mrs. Traci presented an update re proposed residence. Discussion centered on possible drainage issues. The owners indicated that the building firm would talk with County officials re infiltration system proposed to offset the run-off to other areas. M.Fleming suggested that the drainage historically has been a problem and the County and or SBCA ARC should make some determinations to ensure that water run-off is not harmful to neighbors. He also asked that the contractors’ trucks and equipment be parked other than on the street for safety and traffic reasons. He also wanted to make sure the contractors understand they are to work only between 7:00 am and 6:00 pm. L.Elton reminded the Traci’s that the location of the heat pump must keep it out of sight and be not be a noise problem; landscaping plans are yet to be submitted
A standard letter is to be sent with this approval indicating that the site must be viewed after the foundation is staked and poured to ensure the setbacks conform. conditional approval

Trees must be marked, someone from the SBCA ARC must be there at the time of cutting, and there will be no cost to the SBCA

New Business:
L.Colasurdo asked that ARC board members submit to her their ideas re changes to the design standards in order to start a process of redefining view, etc as was discussed at last month’s meeting. She feels that these design standard changes of definitions must be quickly and clearly delineated as this topic occurs frequently in permit applications.
L.Colasurdo gave out copies of a newspaper article dedicated to tree cutting fines.
Discussion:
T. Callahan inquired re a previous owner appeal and whether those trees had been pruned.
L. Elton suggested that we ask M. Morgan to discuss with Shattuck, the Board’s attorney, re the Loomis situation, the motion to compel that has not yet been filed, nor the permit yet to be signed by Loomis relating to his house constuction in South Bay. A neighbor has complained re bright lights from that same location shining into their house.
