SBCA ARC Committee Monthly Meeting Minutes for September 15, 2006          Approved on 10-27-06     

Attendees:  T. Callahan (SBCA ARC), L Colasurdo (SBCA ARC), B. Stoner (SBCA ARC),) Bob Berquist, Judy Berquist (Timberton), Rick Rozzell (Bayview), Barb Schafer (Olympic Terrace), Tom McCay (Bayview), Bernard Super (Bayview), Al Thiede (Bayview), Barbara Nightingale (Jefferson County).

Meeting called to order at 9:00 a.m.

Minutes of August 18^th. meeting approved

No homeowners present with comments regarding specific issues.

Pending applications:                06-107-Bayview-Oswald group-View maintenance common         area    tree removal.

                                                     Presentation by Al Thiede with ensuing discussion clarified issues such as tree topping, pyramidal topping, clear cutting, tree limbing, the number, location and types of trees designated, whether the tree removal should commence at the top of the slope versus the bottom of the slope, a replanting program should brush removal take place.. Consensus was that there are a few opposed to the entire removal, but it would appear the majority of Bayview would favor it if done correctly. This should not be granted in perpetuity, and that every year a new application be made to the SBCA ARC. B. Nightingale  (Jefferson County) showed diagrams re slope stability, environmentally sensitive areas, and made mention of a thirty (30’) foot buffer that must exist according to Jefferson County code {18.30.080 Roads and Highways}.

 The final recommendation from the SBCA ARC was that a new application should be submitted as per the suggestions made by B. Super as a result of his collaboration with B. Nightingale and the detailed discussion that took place following today’s initial presentation. It was also suggested that a vote be taken by the Bayview Village Board to determine whether there was a majority consensus for this action to be taken                                                                                                     pending

                                                            The concern of village residents is the preservation of the aesthetics currently in place with trees, and that where needed, other appropriate plantings be made to retain the “woodsy” feeling..
