SBCA ARC Committee Monthly Meeting Minutes for October 20, 2006 Approved

B. Super gave a detailed
explanation, stating that the County has given approval for removal of 12 trees
from the Bayview common area. In trying to be reasonable, he suggested that the
topping of a particularly old hemlock instead of complete removal would honor
the concept of Port Ludlow aesthetics. After discussion re. the merits of
topping, windowing etc and because of the extra efforts this group has made to
take into consideration the forest canopy while attempting to maintain views,
the SBCA ARC committee will lend its support to this endeavor. Trees # 1 &3 can
be topped, the other 10 trees are to be removed. In all likelihood, there may be
two or three later permit applications involving mother trees with the same
attempt at preserving the forest while maintaining views.
It was decided that once the contract for tree removal has been set, that the
homeowners across from the tree removal area be notified; it was recommended for
purchase three books on Vegetation Management guide to Puget Sound be purchased
from WSU at their branch in Port Hadlock for the SBCA ARC office, as well as one
copy of each book for the current Board members to help guide them in their
decision-making. The SBCA ARC commended this Bayview group for making this
application in a thoughtful and productive way.

Updates: Political signs & RCW’s
R. Kraft put forth a
policy re political signage that has been adopted by the SBCA Board of
Directors. After some discussion, it was decided for SBCA ARC purposes that
the policy fall under the Design Standards ¶4.2.12 – signs (v) – written
pre-approval. J.Perlot suggests that the SBCA Board policy be distributed
village-wide. A. Andersen
will re-submit an article to The Voice covering this newest policy.

New Business: View Language in CC&R’s and/or Design Standards.
Bill Stoner stated that given the great cooperation shown by Bayview that the system currently in place works quite well. M. Fleming, at the request of SBCA ARC earlier this year, and having studied this matter for some time now, feels that there are some contentious and expensive issues. Not all neighbors are always good neighbors; view maintenance versus privacy may also be an issue at times. Who pays for what when there are trees on other property is an area of concern too. One neighbor cannot tell another to cut a tree down, but the SBCA ARC can if the view has been clearly defined. Affected neighbors may have input, but SBCA ARC makes the decision.
A complaint may be registered at the village level to address a given situation, and then in turn, if still unresolved, the complaint could then be sent to the SBCA ARC. From this discussion came the concept of adding additional information to the neighbor notification sheet.
A suggestion was made that all homeowners upon purchase of their homes, document views as described in the Design Standards
Members are cautioned that views may change over time (landscaping/plantings versus native vegetation).
B.Schafer told of how OT-I Village ARC is in the process of revising the neighbor notification sheet, thus creating a paper trail to log complaints (letter, email). R.Kraft felt that this could be very helpful in taking the smaller issues and dealing with them at the Village level; thus leaving the more contentious issues for the SGBCA ARC to handle.
MSP that “SBCA ARC meeting will be held on the 3rd. Friday of the month.” be included on the neighbor notification sheet.
Possible survey of members on tree cutting: The committee was asked by Tom Stone to review a survey put out by LMC and consider a survey of our Membership about trees & views. They did not feel the survey would produce results that would make and decision on tree removal easier then how we do it now which is a case by case basis.
Syd Hatch alerted members to the fact that county approval has been given for some 50 homes to be built on Tala Point, and the suggest that we be aware of the possible logging that may take place;.apparently individual notices were sent out, but there seems to have been a lack of notices posted for the public at large. This project is not in the MPR or SBCA land so does not fall under SBCA ARC guidelines.
MSP that one or more members of the ARC committee try to participate with North Bay on issues of trees. (all ayes).
After the above motion passed, it was decided that Linda Colasurdo will discuss with Diana Smeland the actions that PLA intend to take re.tree cutting on their remaining lots and share concerns.
A.Andersen to draft a new form needed for extensions to permits to include how long an extension, and the reason for the extension.
T.Callahan reminded the ARC that a Red Cedar lane new home permit expires at the end of this month. J.Perlot asks that a request be made to the homeowner (Matoni ) for a landscaping plan be filed with the SBCA as well as a request for the homeowner to put in a extension of time on the original permit.
A letter will be sent to homeowner (Matoni), asking for the same.
