South Bay ARC Committee Meeting, November 18, 2005
Attendees: R. Grimm (SBCA ARC), T. Callahan (SBCA ARC), L Elton (SBCA ARC),
L. Colasurdo (SBCA), J.Marley (Olympic Terrace), Kate Madson (LPV-4), Jim Fryklund (LPV-1), David Unieski (LPV-1).
Meeting called to order at 9:00 a.m.
Minutes of last meeting approved; moved by L. Elton, 2nd by T. Callahan.
Specific homeowner issues:
When a homeowner should have substantially completed landscape plan was determined to be 180 days (5.2.1) after owner has taken possession. LPV-1 will talk neighbor to neighbor to resolve this before bringing official notice to the SBCA ARC.
Cat concerns have been handled, but if problem persists, then the matter should be brought to the SBCA ARC.
LPV-1 homeowner received updated Design Standards.
Pending applications: 05-093-Edgewood-Kerr-Propane tank
New application has been submitted together with a letter from Kerr (owner), Landers (builder) re. location of new tank), Jefferson County has issued a permit for tank installation. A copy of the County building permit will be given to the SBCA Arc, and a letter stating that all county codes and CC & R’s be respected, that the area of the initial tank be restored by way of landscaping, and that the new installation area be properly finished. A copy of the county permit will be placed on file so that the SBCA ARC can ensure that the county does not change any conditions that conflict with the CC &R’s. Approved
There still property line issues to be resolved by the two parties involved.
05-153-Woodridge-Porter-view maintenance.
Matter still not thoroughly resolved – photos yet to be taken, no response at owner’s home when called, R. Grimm will obtain necessary pictures. Approval pending

The report was given to the SBCA Board. T. Callahan thanked for the great effort and excellent report submitted by him, Aven Andersen and Jack Mckay. File closed
Discussion ensued re cost of pruning, owner responsibility, responsibility of requesting owner and the need to modify or add to the Standards in order to differentiate old growth, alders, etc, versus vegetation planted after owner takes possession.
SBCA ARC will pursue these ideas.
05-174-LPV-4-(MacDonald) Meade/Lea-appeal of 05-159
Kate Madson was present to review for the SBCA ARC their view when house was first built in 1977 elaborating with photos and a summary of events that had transpired with the previous neighbors’ landscaping after the salmon berries were removed, etc.She queried who should be responsible for cutting down native vegetation that impedes their view and wants the current neighbors to follow through on the trimming that the SBCA ARC had approved. R. Grimm stated that the SBCA ARC has to establish criteria for view definition to include and allow ARC better discernment re regulation. In order to understand any case, second site visitation may have to become a mandatory action. She submitted a View Maintenance guideline for perusal by the SBCA ARC.
Currently Lea/Meade are appealing; the SBCA ARC will sit down and make an informed decision. Decision pending

The OT Board met with R. Grimm re tree trimming, but will not proceed until the OT Board approves it. R. Grimm stressed the importance of OT getting PLA to agree that tract A and tract B have been switched since the initial designs came in.

L. Colasurdo will email all Village ARC reps to inform them of any comments on the circulation sheet notices (sign-off sheets) that need action to clarify for the SBCA ARC. *05-197 and *05-198 should include a plot and photos showing where the bushes/trees are located in relation to the 50 ‘ (fifty feet) of creek which is protected. Also Linda will send an email to all reps that will state that minor landscaping can be approved at the Village level, but major landscape changes should come before the SBCA ARC.

New Business:
Modification of the permit application to include neighbor notification is not yet complete.
L. Elton has spoken with the SBCA lawyer about fines schedule. Shattuck will send copies of the WA code on fine schedules and copies of other fine schedules as soon as his time frees up.
When an application needs a county permit the following sentence should be added to the condition letter to explain why the copy of the permit is required. A copy of the county permit will be placed on file so that the SBCA ARC can ensure that the county does not change any conditions that modify the application as presented to the SBCA-ARC.
Changes to design standards, defining view, documenting the view, view maintenance – who pays and appeals section were all briefly discussed again. R. Grimm will re-work the current appeals process establishing guidelines and procedures. It was decided that view definition needs to be further clarified, a ” how to document a view” procedure be established so there is consistency throughout, and conditions set on trimming/maintaining views, etc.
