Bayview Village Association
Board of Directors Meeting, NOVEMBER 14, 2005
The President called the meeting to order at 9:02 AM.
Introduction of Board Members and Guests: President, Nancy Kragh; Vice President, Bob Azen; Landscape Chairman, Carol Franznick; Secretary, Bob Retke.
Guests in attendance: Mary Retke, Bob Skodis, Tony Loughran, Beverly Clements, Raydean Patterson
Minutes of the October 10, 2005 Board of Directors meeting were approved as presented.
OFFICER'S REPORTS
President Nancy Kragh.
Nancy stated that her report would be given in response to specific items of Old Business.
Vice President Bob Azen's reports are attached.
Bob noted that it was too late in the year to complete driveway repairs. He will work with individual homeowners. Problems will be addressed as weather permits.
He reported that Bestscape intends to evacuate the irrigation system this week.
Treasurer Sherry Robinson's Report is attached.
Nancy remarked that Sherry had informed her that 2 or 3 persons had paid assessments too late to be included in this month's report. Those payments will be reflected in the December Treasurer's Report. She further noted that we have not yet received Teal Lake's reimbursement for pond maintenance but expect to receive it shortly.
Secretary Bob Retke's Report is attached.
Landscape Chairman Carol Franznick.
The last of the sprinklers were turned off November 13th.
It was reported that the Scouts were not used for the planting on the Windrose/Mariner hillside. Bob Azen and Lynn Pihl completed this work themselves.
It was reported that Bestscape has committed to cutting alders and berry brambles on the slope abutting the Koch's home and on the slope starting below 151 Windrose to the east end of Windrose.
COMMITTEE REPORTS
Pond Committee.
No report was presented.
OLD BUSINESS
Village Unification.
The documents have not yet been filed. We are awaiting the completion of review by our attorney Bill Broughton. It was Nancy's hope that the documents will be filed this week. Our attorney will shortly file a complaint at law naming as defendants those owners who failed to return signed unification forms.
Planting on the Mariner Hillside.
This was discussed during the Landscape Chairman's report. In addition, Bob Azen reported that 175 rubis plants had been planted by Lynn Pihl and himself. Syd and Richard Hatch provided assistance. Nancy noted the gratitude of the Association to Lynn and Bob for their work.
Driveway Repair Project
This item was discussed during the Vice President's report.
Bestscape Meeting Report
Bob Retke reported. Bob Azen and Bob Retke met with Alan Goff, the owner of Bestscape; John Goff, a manager of Bestscape; and Donny, Bestscape's intended permanent Bayview Village crew supervisor. Mr. Goff acknowledged the shortcomings in service that were listed in the Village's complaints. He indicated that Bestscape intended to provide in a timely manner all the services specified by its contract with Bayview Village. The Village should take advantage of these commitments by quickly and specifically notifying Bestscape of those items which they can address at this time. Bob R. indicated an intent to present at an upcoming meeting a proposal for a CC&R change which would eliminate certain Association responsibilities in private courtyards and flower beds.
Landscape Maintenance Alternatives
Nancy indicated that this item will be considered more fully after the holidays at the January 2006 meeting.
Fee Schedule for Late Quarterly Dues Payment
Deferred to December meeting.
Christmas Party
After some discussion, the following motion was presented and passed.
Motion: That the Village sponsor a party at Nemo's at $39 per attendee with any shortfall in the expense of the party being made up by those attending.
Nancy will contact Nemo's to confirm the date and time of the party.
Request to Homeowners to Clean Dirty Chimneys
After some discussion, the following motion was presented and passed.
Motion: That the Vice President be authorized to send letters to all homeowners suggesting that they consider undertaking maintenance needs of their homes and that individual homeowners who thereafter fail to take appropriate action to remedy dirty chimneys, or other specific exterior maintenance problems will be sent a letter calling their attention to the need to take specific corrective steps.
NEW BUSINESS
No new business was presented for the board's consideration.
The business session of the meeting was adjourned at 10:05 AM.
