Minutes, March 9, 2007 Board Meeting
Meeting called to order at 3:00 PM.
Board members attending: Pegi Graham, Dan Quail, Bev Rothenborg.
Association members present: Bob Force, Margaret Ischer.
Minutes of February 9, 2007 Board meeting approved.
Financial report by Bev Rothenborg Expenses through FY February 28, 2007 are $88,708 vs annual budget of $119,80. Maintenance & Repair was over budget for the month while Landscaping was significantly below.
At the recommendation of Mike Derrig who handles the financial statements for a number of other Port Ludlow villages, IHVCA will address some needed revisions to their own statements that will make them more understandable and easier to read.
Landscaping report by Pegi Graham (filling in for Bob Edelblut who is out of town) D&D Services is putting in additional time pruning trees. Two mowings are scheduled for March. March landscaping expenses are anticipated to be close to those projected by D&D, or about $1,600.
A letter from Olympic Water requests a backflow inspection of the irrigation system be performed no later than May 5. Pegi will make the necessary arrangements with an approved contractor and coordinate with D&D Services who will show the contractor where the irrigation shutoff valves are located.
Maintenance & Repair report by Pegi Graham Pressure washing of sidewalks and driveways is currently in progress. It should be completed next week. Several of the handrail supports at the lower 4-plex units were rotting or in generally poor condition. Repairs and replacement have been completed. A leak near Bldg. 7 Skylight has been repaired. Bldg. 11 entry steps are to be refinished when the weather permits. When complete, non-skid strips to be placed on the steps, and also on the steps at Bldg 12.
Old business
Report by Bob Force on the bank behind North Chandler. (Bob is heading up a committee to study the effects of wind downed trees on the stability of the bank). Bob’s report included suggestion to not install a bulkhead or wall below the bank as tidal waters can get behind it and accelerate erosion. A test of the drainage piping is essential to ensure there are no leaks. Preferred shrubs that would help stabilize the soil on the bank include Oregon grape, native blackberry, wild rose, and salal.
Based on input from Bob Force, Aspect Consulting, a soil engineering firm who examined the bank, and suggestions from a contractor who does bank remediation, the following corrective steps are planned:
Trim branches on remaining standing trees that are on the bank in order to reduce the sail effect in high winds.
Test water runoff drainage systems for leaks and make repairs as necessary.
Fill holes left by uprooted tress and cover with top soil. Plant with appropriate shrubs.
