Minutes, April 13, 2007 Board Meeting
Meeting called to order at 3:00 PM.
Board members attending – Pegi Graham, Dan Quail, Bob Edelblut, Bev Rothenborg.
Association members present – Doug and Marianne Barber.
Motion to approve unofficial minutes of 3/09/07 Board meeting. Passed
Financial report by Bev Rothenborg Expenses through March 31 are $14,000 over budget. Most of this is in Maintenance and Repair which reflects the intense repair work done last summer. Those expenses should come into line with budget as the year progresses.
Motion to repay Reserve account $3,500 from Operating funds. Passed. This amount is consistent with projections made last December.
Landscape report by Pegi Graham A Jefferson County requirement for irrigation valve backflow inspection resulted in the discovery of a failed check valve near Bldg. 2. That valve has been replaced and the inspection is to be repeated.
D&D Landscaping is pretty well caught up on gardening work after a lengthy period of cleanup after winter storms and spring pruning and clipping.
Maintenance and Repair report by Pegi Graham Roof valleys of Bldgs. 11 and 12 have been cleaned. A large outside plumbing leak near Bldg. 12 occurred as a result of electrolysis resulting from the connection of steel and copper lines. Repairs have been made and proper insulators installed. Roof support post on Bldg. 7 has been replaced due to rot. Homeowners should be aware that replacement of roof support posts on the duplexes necessitates the removal of the rail. If the rail is rotted it must also be replaced but that is the responsibility of the homeowner (CC&R Secs. 7.1.1 and 11.7.1). The light sensor on the Inner Harbor sign at the entrance to Spinnaker Drive is not working and needs to be checked.
Old Business
● An excellent summary of the status of Inner Harbor Village concrete was given by Doug Barber. It is part of a much larger and detailed study Doug has undertaken that investigates the condition of our concrete sidewalks, driveways, and unit entryways. The study that is soon to be completed is incorporated in a large binder. The results of the study are too voluminous to include in these minutes but will be used to direct future repair activities.
● Bank stabilization. Based on information gathered to date, the best approach to stabilizing the bank behind N. Chandler appears to be, a) limb the remaining trees on the bank to minimize the sail effect in high winds. b) test and repair the drainage system. c) plant vine maples in the root ball holes.
Testing of the drainage system has been done. Results show that water runoff from drain systems behind Bldg 4 is not reaching the bay. The other drain lines appear to be OK. A contractor has been secured to further assess the Bldg. 4 drain lines and will repair them as needed. Pots of vine maples have been secured and planting will begin as soon as repairs to the drain lines have been made.
● Pegi Graham is almost finished updating the house rules. When complete, they will be distributed to all homeowners.
● The Board is struggling to find a replacement for Pegi Graham who plans to step down as Chair of the Maintenance and Repair Committee. A request for assistance from the membership was included with the last Newsletter. Other options might include hiring a full service property manager, or a paid maintenance and repair person.
