BOARD OF DIRECTORS MEETING
OCTOBER
8, 2009
The meeting was called to order by Dan Quail,
President. Board members present:
Marianne Barber and Ruth Seaberg. Absent:
Gregg Hupp. Debbie Lanksbury attended, representing Dan Lanksbury,
Property Manager. Also present was
homeowner Robert Force. Bill Lane
has resigned from the Board due to family commitments.
Dan Quail introduced Walter Mead, who is taking over maintenance and landscaping. Walter outlined his work and explained what he will be doing in Inner Harbor.
Minutes of the September 11, 2009, meeting were
approved.
Financial Report – Marianne Barber
As of September 30, 2009, our financial state is good. Operating revenues are on budget at $27,637. Operating expenses are $9,100 below budget; however, we have several expensive projects in the near future. Reserve revenues for the quarter are slightly over budget. Reserve expense for the year was $3,479 which is $l3,216 under budget. Reserve cash on hand is $76,711. Checking balance is $4,746.17.
Water expenses are down due to the sensors that were installed on the sprinkler system.
It was decided to wait until spring to clean and paint designated chimneys on North Chandler.
When handrails are replaced on Buildings 1 and 2, entry stair expense for all the four-plexes will be concluded.
Landscaping Report – Debbie Lanksbury
Landscape expenses were on budget for September. Irrigation has been turned off. Shrubs have been pruned and moss-out has been spread to prevent moss build-up.
Walter Mead has worked to alleviate the beaver problem, including installation of a screen on the end of the culvert.
It was decided to wait until spring to have Walter spread bark on the waterside of Buildings l,2,3, 4 and 12.
Removal of three dead trees
on Spinnaker Way and Paradise Bay Road is scheduled, one to be done by
Jefferson County and two
that are on Inner Harbor Village property
to be removed by Town & Country Tree
Service.
Maintenance and Repair Report – Debbie Lanksbury
Painting and caulking will done in October by Tony Forest, CBS Painting.
Two bids were received for rail replacements on Buildings 1 and 2. The Board voted to use Olympic Ridge, Inc. It was also voted to have them do work on Building 18 to correct the curb problem.
Dan Lanksbury will inform homeowners of their
option to replace handrails on upper decks.
They will be inspected for signs of deterioration.
Mike Perillo has completed chimney caps, and has washed skylights and dormer windows to minimize the need for the window washer to walk on the roof tiles. Jeremy Severen will begin cleaning gutters the first week in November and will follow that with window washing.
Debbie presented a request from a homeowner to install a heat pump, installation to be performed by Peninsula Heating. She explained specifications and installation procedures. The visual impact will be negligible. Motion was made and passed to approve this request, pending further clarification. The request will be forwarded to the Architechtural Control Committee for its approval.
Dan Lanksbury will do an inspection of the dryer vent screens.
Old Business
Dan Quail reviewed the Sept. 23 Port Ludlow Drainage Committee meeting. A majority of the people responding to a query about whether the South Bay Villages should be annexed to the Port Ludlow Drainage District were opposed to the idea.
The Board was informed that Dot Butler would continue to reside at the Edelblut’s residence for a period of time after the sale of the unit is concluded. Her continued residence would be under the present rental agreement.
New
Business
Because of the uncertainty of the ownership of the wetlands area below Hidden Cove and the Inner Harbor Village, Doug and Marianne Barber obtained from Jefferson County documents dated October 29, 1991 that suggest ownership is shared between IHVCA and Hidden Cove.
