IHVCA BOARD MEETING MINUTES – 9/8/06

 

Members present:  Dan Quail, Pegi Graham, Bob Edelblut

 

Also in attendance:  Mike Derrig, Property Manager and Margaret Ischer, homeowner.

Meeting was called to order at 3:05 PM.

 

Minutes from August 11, 2006 were approved as submitted.

 

Financial report by Pegi Graham and Dan Quail.  July and August expenses $7,000 over budget.  This is consistent with predictions that both landscaping and Maintenance and Repair spending would be high in the summer but would drop back in the winter.

 

Landscaping report by Bob Edelblut.  Over budget due to D&D Services doing considerable catch up work.  Recent series of sprinkler head failures, possibly due to high water pressure.  Irrigation water usage was thought to be apparently higher than last year.  Some can be explained by water loss at failed sprinkler head, but not all.  May be necessary to install pressure reducing valves on irrigation lines.

 

Maintenance and repair – Pegi Graham.  Painting of chimney shrouds has been completed.  Obtained bids to replace stairs and handrails on Bldg 10.  Beam supporting entry porch is rotted and will be replaced at the same time.  Repair and replacement of roof tile and chimney covers continues so all units will be water tight when the rains begin.  Driveway and sidewalk Bldg. 2 scheduled for replacement in next two weeks.  Trim painting to begin next week.

 

Old business

●  Board will hold informal meeting later in September to consider documents for inclusion with the House Rules.

 

●  High water pressure cannot be controlled with master pressure regulating valve due to requirement to provide adequate pressure and water flow to fire mains.  Alternative is for individual units to install their own pressure reducing valves.  Estimated cost is $350-$400.

 

●  Current funding of Reserve Fund is inadequate to pay for future major repair/replacement needs.  Options are to increase Reserve Fund contributions through Membership approved additional payments, or special assessment at the time of the expense.  More discussion is needed.

 

●  Emergency contact list is almost complete.  Pegi Graham is doing the work.

 

New business

●  Board has approved an Association credit card to facilitate the purchase of repair materials.  $3,000 cap.

 

●  Fireplace cleaning.  Effort to find someone who will offer a “volume price” to clean IHVCA fireplace chimneys.  Will post information and costs in October newsletter.

 

Homeowner comments

Margaret Ischer expressed concern about commercial vehicles parking in homeowner’s parking spaces.  Board reply was that work is in progress to include a new provision in the House Rules that would limit or prohibit such activity.  Also concern about piles of “dirt” in parking spaces.  Pegi Graham replied the “dirt” is wood chips that are “cooking” prior to spreading in garden areas.  They will be gone soon.
