Minutes – November 10, 2006 Board Meeting

 

Meeting called to order at 1:45 PM

Minutes of October 20 approved.

 

Financial report by Bev Rothenborg.  Association expenses through October 31 are over budget.  Much of the overage is Reserve expenses that were paid out of operating funds.  After backing out the Reserve expenses, Operating expenses exceed budget by about $5,525.  That should be made up during the winter months.  Association insurance has been renewed with  CAU.  First installment of $6,155 has been paid.

 

Landscaping report by Bob Edelblut.  Landscaping is significantly over budget.  Approximately $6,000 is attributable to a late invoice from Bestscape that dates back to last year.  We are paying last years expenses out of this year’s funds.  Notwithstanding Bestscape, Landscaping expenses are still up due to a period of intense working activity this summer and an effort by D&D Services to locate and map the underground sprinkler system and heads.  It is anticipated landscaping will end up the year only slightly over budget.  Homeowners will be requested to begin deadheading their own rhododendron bushes.  This is currently being done by the landscaper at a cost of about $1,000.

 

Mantenance and Repair by Pegi Graham.  This department is nominally over budget in both operating and reserve expenses. However, considering the amount of work that was done this summer actual expenses are commendably close to the numbers forecast.  Some work remains to be done including pressure washing one roof, clean gutters and wash windows, finish roof repairs.  A problem with a metal chimney cover at Bldg. 10 necessitated a stainless steel replacement.  There may be more.

 

Old business

● Bldg 10 repairs are almost complete with some work remaining on the handrail.

 

●  Holes have been drilled in the entry stairs on Bldgs. 2 and 18 to allow rainwater to drain.  A non-skid strip has been applied to the steps to provide traction during freezing weather.  This is a temporary fix with finished repairs contemplated for next year.

 

●  An acceptable bid was made to replace the entry stairs with composite material on Bldg. 1 and that work is to begin in the next week or two.

 

●  $30,000 was transferred from the Reserve fund to the checking account.  Approximately half that amount was used to pay for reserve expenses.  The remainder was used to fill a shortfall in operating funds and will be returned to Reserves before the end of the year.

 

●  A motion was made by Pegi Graham to accept four revised documents for use with the repair and/or remodel of  condominium units and associated elements, “Process for Repair, Maintenance or Remodel”, Request for Approval for Repair, Maintenance or Remodel”, “Contractor Regulations”, and “Indemnification and Hold Harmless Agreement’.  Motion seconded by Bob Edelblut.  Passed.

 

New Business

●  Two recent incidents of persons tripping over the edge of a driveway have highlighted the potential hazards of traversing from the street to the driveway on foot.  The County Road Department advises that streets are built at a lower level than driveways to prevent rainwater from running into the driveways from the streets.  A discussion about possible remedies failed to turn up a meaningful solution other that to publish cautionary notices in the quarterly Newsletter.  That is to be done beginning with the January Newsletter.
