IHVCA BOARD MEETING 7/14/06

Meeting was called to order by Dan Quail at 3:05 PM.
Minutes from 6/9 & 6/30 were approved as submitted.
Financial report by Bev Rothenborg
Need new signature cards for American Marine bank. Dan Quail, Bev Rothenborg, and Pegi Graham will have signing authority for the Board.
$3300 paid out of reserve fund for repair and road seal of IHVCA streets. Reimbursement to Hidden Cove for portion of South Keel cost was discussed.
$798 for dues & assessment. This includes $620 for dues, $60 for reserve fund and $118 for one time special assessment.
Report of dues & assessments received for 2nd quarter 2006 is still outstanding.
Landscape report by Bob Edelblut
New landscaping people have started. Larger bills at first to catch up. Will check the water sprinklers to make sure they are working correctly. $650 for tree removal.
Repair and Maintenance by Peggy Graham
There is a fire hydrant leaking. Mike Derrig will check it out.
There is rain water leaking into fire place – Bldg 10, 50D. Given to Mike Derrig
Dan needs to give Mike a list of buildings with missing or out of place roof tiles. Also phone number of roofer Carl Allen.
$6,000 will be needed for trim painting.
Dick Merritt indicated his deck needs repairs.
Other Matters
Discussion on Association liability if they are directly involved with repair/replacement of limited common areas. Need to check on insurance coverage. Mike Derrig suggests that the owner arrange for the work to be done on decks. Association can give advice and names of contractors but the homeowner must make the arrangements. Membership rejection of CC&R amendments means homeowners responsible for their own limited common areas. Association involvement could mean they are in non-compliance with CC&Rs. Board needs to define a policy regarding communication with homeowner on maintenance and repair of limited common areas. Dan will write letter to the insurance company re coverage.
Question concerning the need to amend para. 11.7.1 of the CC&Rs to clarify meaning. Mike will study the CC&R’s and give his opinion.
Board needs to review procedural requirements for dealing with motion made by Doug Barber, and motion to table made by Jack McKay, at the Annual Meeting.
Question at Annual Meeting by John Emery concerning sharing of costs between homeowner and Association for repair/replacement of limited common areas. Board noted that membership vote was for homeowner to be completely responsible.
Suggestion made that bids be obtained for repair/replacement of all the failing under-deck lattices. The thought was that repairing/replacing everything at one time would be more cost effective than doing the work individually. Problem is that lattices are part of the deck and as such are limited common areas and the responsibility of the homeowner. Mike Derrig thought he could get bids based on total square footage of lattice with individual areas broken out and billed separately to each homeowner.
Question concerning location of sprinkler shut off valves. Mike Derrig said there should be a copy of the site plans and they need to show the shut off valves.
Discussion on what the Association might do to assist elderly people or others who may fall or sustain an illness inside their homes without anyone knowing about it. With the concurrence of the homeowner, it was thought that a master list of emergency contacts including any special needs/medications of each individual could be developed. Such a list may also indicate who has an emergency key. Peggy will work on this. Beyond this, there is little the Association can do.
Discussion on who will do the internal audit.
Discussion on how to increase Reserve Fund contributions and to what level. Dan Quail will work on developing a few different contribution levels that would show cost of anticipated major repair/replacement expenses and amount of necessary Reserve funding to pay for those expenses while maintaining a minimum $50,000 reserve balance, and the amount of any required special assessment. A plan is needed to maintain and grow the Reserve Fund.
There is excess water pressure in IHVCA. Mike Derrig will investigate cost and practicability of installing pressure reducing valve upstream of village water supply.
