Annual Meeting, June 22, 2005, 4:00 p.m.
Directors and Officers present; Bob Force, Gregg Hupp, Pegi Graham, Margie Garcia, Kees Bouterse, and Jack McKay
( Estimated residence in attendance: 29)
1. New homeowners were introduced.
2. Acknowledgments for retiring board members: Margi Garcia and Mason Rothenburg. Janet Force for being the Association's fiscal officer.
3. Acknowledgments for special work: Pegi Graham for maintenance and Kees Bourterse and Jon Olsen for tree cutting projects.
4. Mark Garica was introduced as the new fiscal officer of the Association.
5. Meeting called to order at 4:10 p.m.
6. Mintues of the 2004 Annual Meeting were approved by the Board.
7. Annual Meeting Agenda
a. Insurance update: Bob Force: Estimated that the annual increase will be about five percent.
b. Landscaping report: Kees Bouterse: The major item of expense, $43,454.00 for landscaping contract and related expenses.
c. Need to continue monitoring the irrigation system.
d. Need to have homeowners alert Kees Bouterse of any problems during the year.
8. Maintenance and Repairs of buildings
a. Review of conditions of some porches and decks.
b. Review of projects completed during the past year (pictures shown).
c. Need to have homeowners take care of cleaning decks.
d. Exterior painted on an "as needed" basis.
e. Question of who is responsible for repair of decks, stairs, and porches - the Association or the homeowner?
9. Review of revenues and expenditures
a. Part of revenue was for sale of land to Jefferson Co. for road expansion. Total income: $113, 159.00
b. Reserve is approximately $90.000.00
c. Expenditures included cleaning, painting, repair of decks, stairs, and porches, and pest control.
d. Repair of streets shared with the Bay Club and Hidden Cove.
e. Proposed budget: $110,560.00.
10. CC&Rs by Gregg Hupp.
a. Committee to review the wishes of the homeowners.
b. Any change in the CC&Rs require a 75% voter approval.
c. House rules need to decided on - particularly regarding repairs of limited common areas.
d. Official CC&Rs are dated March 15, 1990.
e. Major issue of concern - maintenance responsibilities
- Maintenance of limited common areas - porches, decks, patios, garages, attics, crawl spaces, and driveways
- The Board needs clarity on who is reponsible for limited common areas -the homeowner or the association.
- Common practice since 1994 was to have the Association maintain limited common areas.
- Washington condominium laws takes precedent over an unclear local CC&Rs.
- Ad Hoc Committee (three bd members and two homeowners not on the board) recommended in November 2004, that the Association take care of maintenance.
- Board recommends that a survey be undertaken to guide the Board on a policy /practice for future repair of limited common areas.

Board has consistently repaired limited common areas
Minutes of March 1993, support the intent that the Association is responsible for repair of limited common areas.
The Association needs to establish a Capital Repair Fund to pay for repair of limited common areas.- Doug Barber: Why the Association should not pay for repair of limited common areas.
Question of fairness and right vs. wrong.
Applying funds to the common good of the Association. What is the common good.
Homeowner should be responsible for maintenance and care of limited common areas.
Maintenance in the responsibility of the homeowner according to Greg McCarry of PLA.
Attorney advised the current Board that they are not correct in their current practice of repairing limited common areas.
Current practice is selective. Unfair. Should be the homeowners responsibility.
11. Motion made and second. The Board of Directors stop its limited common area maintenance/repair practice on or before October 1, 2005, and then henceforth conduct its maintenance/repair business according to the provisions of the Inner Harbor Condominium Association's Declaration.
Discussion on appropriateness of past practices (Association taking on the responsibility of repairing the deck).
Suggestion that all be informed and involved in the decision of what the Association should do in the future regarding repairs.Motion to withdraw was made and seconded.
12. Election for the Board of Directors: Kees Bouterse, Bob Edelblut, Mark Garcia, Pegi Graham, Gegg Hupp, Jack McKay, Brett Oemichen, and Jon Olson. Nominations from the floor. Beverly Rothenburg and Bob Force. Bob Force declined. Motion to accept the nominations, seconded. Passed.
13. Motion to direct the Board to make their intentions regarding the results of the survey be made by September 1, 2005. Seconded. Passed.
14. Motion to adjorun. Passed.
