Minutes


Meeting called to order at 3:00 p.m.

Members Present:  Margie Garcia, Bob Force, Mason Rothenburg, Pegi Graham, Jack McKay
Accountant:  Janet Force

Minutes of December 10, 2004 were approved.

Financial Report - Janet Force

Total assets: $91, 380.80   Total liabilities: $91,380.80

Total Maintenance:  Anticipated ending balance $3000 in maintenance account.

Financial Report:  Moved by Mason Rothenburg to approve the financial report be approved, seconded by Pegi Graham.

Cleaning Windows:  Motion by Mason Rothenburg was to have only a one-time window cleaning activity per year, seconded by Margie Garcia.  Passed

Audit Financial Records:  Motion by Pegi Graham, seconded by Mason Rothenburg to audit the financial records. Passed
    Audit committee is Bruce Ehrhardt. Audit will be done before the annual meeting.

Appointment of Treasurer:  Motion by Mason Rothenburg, seconded by Jack McKay, that Mark Garcia be appointed Treasurer of the IHVCA. Passed.

Right of Way Property Purchase:  Report on Right of Way purchase by Jefferson County. $4000.00 for property and $1500.00 for landscaping and trees. Property is west of building #18 next to the road - between the trail and 60 ABCD unit. Estimated to be completed in fall of 2005.

Discussion of Moisture Sensors Near Sprinklers:  Estimated cost to be about $300 for sprinklers near N. Chandler.  Water costs have averaged $500 per month - considered to be high. Suggested that adjustments be made on sprinklers before sensors be added.

Return Common Property to Natural Setting:  Motion by Mason Rothenburg, seconded by Margie Garcia, to allocate funds to study of how much property could be returned to a natural setting - less grass and landscaping costs.  Mason Rothenburg will give a report at the March meeting.  Passed.

Landscaping Concerns: Concerns about trimming, monthly reports, etc.  Mason Rothenburg and Pegi Graham will meet with BestScape Landscape.  Bob Force will contact BestScape about the monthly letter.  Monthly invoices do not contain a report of activities.

Specific trees (identified by Pegi Graham to Alan Goff on December 10, 2004) have not been completed on So. Keel and hedge behind 20 So. Keel. Specific trees on S. Chandler as well as S. Keel.

Updating CC&Rs: Bob Force will draft a letter for board review regarding the responsibilities of the Association and to the homeowner relating to limited common properties. (To be sent to the Association attorney.)  Areas of concern: decks, porches, attics, crawl spaces,

What do the homeowners want to be responsible for regarding "limited common areas?"
What does "maintenance" include? e.g., painting, cleaning,
What does "repair" include? e.g., structural support, replacement of boards,

Repairing decks that were additions to the original deck.  If it is approved by the Board, then the Board shall be responsible for the repair of the additional deck space.  Consensus of the Board is that decks, porches, and railings must be maintained and repaired as needed.

Question of the homeowners:  Do the homeowners want the Association to continue to take responsibility for (including painting) repair of limited common areas, e.g., decks, porches, stairs, driveways, and railings?

The current belief of the Board of Directors is that we be assertive in the repair, maintenance, and general upkeep of the total Inner Harbor Village properties.

Suggestion to send out a letter to all homeowners explaining the position of the Board of Directors regarding the repair, maintenance, and general upkeep of the total Inner Harbor Village properties.  Jack McKay will draft a letter to Bob Force to send to the homeowners.

Street Traffic and Reparis:  Concern about traffic along both North and South Chandler resulting from the Bay Club activities.  Also, there is an overflow parking issue.  Suggestion that representatives of the Board meet with Bay Club representatives discuss some solutions.  Information will be available at the next meeting.

Motion to send letter to Bay Club about traffic flow was tabled.

Landscaping Concern - letter from owners of 30 South Chandler.  Board suggested and approved that the owner pay for new scrubs. Own to check with Kees on size, shape, and color.

Next meeting of the IHVCA Directors will be on Friday, March 11, 2005.
