Inner Harbor Village Condominium Association
Minutes (unofficial) of the November 12, 2004

1. Meeting called to order by Bob Force, President.

2. Board members present: Bob Force, Mason Rothenburg, Kees Boutesse, Margie Garcia, Pegi Graham, and Jack McKay.   Janet Force was also present as the IHVCA Treasurer.

3. Minutes of the October 8, 2004, were distributed and approved.  Motion by Mason Rothenborg, seconded by Kees Boutesse. Passed.

3. Financial Report by Janet Force.  Total 2004-2005 budget is $103,408. Total expended by October 31, 204 is $41,604 or 40.2%.

4. Maintenance Report by Pegi Graham.  Major projects to date are the repair three decks and cleaning windows and gutters. Discussion followed about the need to have annual cleaning of chimneys. Action taken:

The President will send a letter to all residents with wood burning fire places informing them that there will be a chimney cleaning service available on December 2nd and 3rd. The cost of clean is the owner's responsibility (approximately $90).

5. Landscaping Report by Kees Bouterse.  Discussion followed about the level of satisfactory performance of the Bestscape Company.  Concerns were expressed about follow-up responses to the September 24, 2004 letter regarding aeration and thatching of the lawns and pruning of shrubs and trees near buildings.

The President along with the Vice President (Mason Rothenburg) and the Landscape chair (Kees Bouterse) of IHVCA will meet within 30 days with the Bestscape owner to discuss the level of performance and the existing contract.

6. Inner Harbor road responsibilities for repairs.  Discussion was held about the level of shared responsibility of IHVCA and the Bay Club to repair the Inner Harbor roads. 

The President will send a letter or inquiry to the Bay Club regarding questions of responsibility for road repairs within Inner Harbor.

7. Deck Repair and Maintenance.  Discussion about the responsibility of homeowners about deck care and repair.  The by-laws of IHVCA will be updated to reflect the responsibility of homeowners and of the IHVCA.

From the October 8, 2004, minutes:

Recommended that the CC&Rs be updated to indicate that the "limited common areas" to reflect the current practice of the owner being responsible for light maintenance of decks, such as cleaning, free of items causing stains, and free of debris.  The Association would be responsible for major maintenance such as periodic painting, repair, and replacement of decks, railings, and porches.

The President will update the IHVCA by-laws regarding deck maintenance and repair for final approval by the Board of Directors.

8. Being no further business, the meeting was adjourned at 4:45 p.m.
