Meeting Minutes
December 10, 2004
Opening:
The regular meeting of the IHVCA was called to order at 3:00pm on December 10, 2004 in Bay Club, Port Ludlow by Bob Force.
Board Members Present:
Bob Force, Mason Rothenburg, Pegi Graham, Kees Bouterse, Margie Garcia.

Janet Force-Accountant
John Olsen
Doug Barber, via e-mail, asked that “I believe the by-law reference is in error and it should read "CC&R's". This change was approved by the Board. The Board has decided that future minutes not be posted until approved.

To date the maintenance budget has spent $23,654 leaving a remaining balance of $7,206 for the remainder of the fiscal year.
Bob Force believes that we might have to use emergency funds to accomplish our maintenance through the end of this 2004-2005 fiscal year.
Management Agreement
Bob Force said we will drop the management agreement issue until the 2005-2006 fiscal year. Mason Rothenburg proposed that Pegi Graham resign from the Board and become a paid manager. Pegi Graham stated that we should wait until the next fiscal year to consider this.
Pegi Graham submitted the maintenance committee report.
Building 7 owner, Peggy Smith, has her new deck almost completed with composite material. Also, this building needs 3 Rhododendrons removed in the front. She also has rot in one of her front windows and a 6X support post is rotten.
Building 17 owner, Mason Rothenburg, has his new deck almost completed. He will not use the clear glass railing system.
The IHVCA gutters have been cleaned and all the exterior windows have been washed.
Building 18, needs gutter repair.
Twenty-two chimneys were inspected, the only damaged fireplace and chimney was in Building 10, Unit C. Sterling Miller has been asked to check with his insurance company, to see if he is covered.
Building 11, Unit B owners Baroumes, still have rodent problems and caulking needs to be done.
Building 18, needs bushes removed out front because the dirt is too high and creates a drainage problem. In addition there is moss, which cannot be removed, on their concrete steps edging, because of deteriorating concrete. It was suggested that a sealer be applied to the concrete.
Building 16, Unit B owner, have had a property inspection which states that skylights need to be checked for water tightness. Bob Force states that windows are not covered by the association, but roofs are.
Building 3, has seen no new sawdust from carpenter ants.
Building 16, Unit B, has found that the sink drain in the guest bathroom tub drain, was never connected and has been draining under the building. The crawl space vapor barrier is not installed correctly.
Pegi Graham stated that an undisclosed building owner has requested that they be allowed to change their front door into a wooden door with glass. Mason Rothenburg stated that he prefers a uniform look throughout Inner Harbor. Bob Force, stated that it needs to go through ARC and that we will take it under consideration until January 2005 Board meeting.
Building 9, Unit A, wants the leaf guards removed from their front gutters. Pegi Graham will have Chris remove them.
Building 16, Unit A, Olsen’s, requested in October 2004, to have a tree leaning towards their building in the rear be removed. This has not happened yet. Mason Rothenburg stated that we can only have bonded and insured to do that work. Kees Bouterse states that we can do a lot of work ourselves and that Mason Rothenburg will check on whether the Board would be covered for any work done by the Board, personally. Mason Rothenburg asked that we get a professional estimate to have the tree removed.
Building 1, Unit D, states that they have not heard their sump pump operate this winter and request that it be inspected.
Kees Bouterse Landscaping report
The most current invoice from Bestcape has no detailed information on what was done in the previous billing cycle as was requested, in writing and verbally. Bob Force shall return the invoice to them and request the appropriate detailed information, as previously agreed upon.
Mason Rothenburg proposed that we make a detailed map of the sprinkler system. Kees Bouterse said that he will walk around with Tony (Bestscape) in the spring to make the map and find which sprinklers will take moisture meters. Bestscape has submitted a bid of $75 per moisture meter.
Mason Rothenburg Insurance report

Pending Lawsuit
Bob Force reports that our attorney, Mr. Shattuck, is still in contact with the Baroumes’ attorney and he shall contact Mark Weiss, the previous owner, to discover what is in the sales disclosure. Mr. Shattuck believes that IHVCA shall prevail and held harmless in this matter. Mr. Shattuck also said that we do not need a vote from the membership for the right of way land sale to Jefferson County.
House Rules
Bob Force stated that we need to work on these and provide a final document for IHVCA member’s review in July 2005. Pegi Graham states that there are many flower pots in the village which cause wood rot and bug infestations. Mason Rothenburg opined that the rules need to be simpler. Bob Force shall e-mail rules to Board Members for review and suggestions. Mason Rothenburg requested a special meeting to be held for the rules. This will be scheduled in the future.
Gregg Hupp’s letter to SBCA
Janet Force believes that the County is responsible for all road maintenance, where mail is delivered. Bob Force will contact the County to see if they are responsible for our road maintenance. Gregg Hupp’s letter shall be held until this question is answered by the County. Mason Rothenburg stated that he believes we should be good neighbors and take care of all the IHVCA road maintenance.

There being no further business, Margie Garcia motioned for the meeting to be adjourned. Meeting was adjourned at 4:25 pm by Bob Force.
