BOARD OF DIRECTORS MEETING – OCTOBER 22, 2007
The meeting was called to order at 3:30 pm by President, Marg Haverstick. Board members present were: Marg Haverstick, Gary Moore, Luanna Cooke, and Tom Kingston. Guests present were: Carol Katuzny, Helen Crowley, Bob Crowley, Kathy Muir, Jack Manning, Frank Mitchell, Simeon Baldwin, Mary Baldwin, Phyllis Albus, Tom Albus, Marti Duncan, John Lewis, Bill Browne, Beverly Browne, Janet Hanz, Bill Cooke, Marilyn Duncan, Joann Rinck, Jerry Rinck, Russ Reed, Bob Duncan, Dan Clinkenbeard, Bob Forster, Mel Caskey, Jim Richards, Clark Ruggles, Lois Ruggles. A motion was made by Gary Moore and seconded by Tom Kingston to approve the minutes of the June 25, 2007 meeting. The motion passed. (There was no formal meeting on August 27, 2007, due to the lack of a majority of Board members present. There were no minutes recorded. An informal discussion was held for the guests present to answer their questions.)
FINANCIAL REPORT: Treasurer, Gary Moore reported that as of September 30, 2007 cash is $45,957 of which $14,462 is in our checking account, $6,495 in our Money Market/Savings and $25,000 in our thirteen month CD at American Marine Bank. Our nine month average cash position is $65,428 vs a nine month average monthly cash outflow of $15,461. Year to date dues collected total $130,094. Nine month total expenses are $139,156 vs nine month projection of $137,754. The $1,402 difference is in the final mail box/newspaper box project and extra expenses in the storm water pond maintenance. The outstanding interest and late payment fees for 142 Sea Vista Terrace have been paid.
LANDSCAPE REPORT: Marg Haverstick reported for Dick Allyn that the dead limbs in the tree on common area 94 Sea Vista Terrace have been cut out. The dead rock roses at 197 Seaway Place have been removed…TLVA will not replace them. The large dead tree in the common area behind 306 Crestview has been removed. The dead tree limbs on common area at entrance have been cut out. A motion was made by Tom Kingston, and seconded by Gary Moore to cut a broken live limb from the same tree at the entrance, and to cut down a leaning tree on the Turko’s property at 294 Crestview. The motion passed. Al’s Tree Service has been contacted. At this time of year, Four Seasons will be mowing one week and pruning the next week. They will shut off and blow out the water valves. Marg will check with Richard concerning how many more months he will be collecting yard debris. Home owners are reminded to fill out a landscape request form with a description of their concerns, and turn it in to their block captain. Four Seasons has taken on some private jobs in the community, but it is understood that the TLV homeowners’ contract will be their first priority. It was suggested that the next TLVA Board address the problems that have come up concerning the maintenance of the property between Paradise Bay Road and the adjoining TLV common ground. Tom Kingston contacted Linda at the Bay Club concerning the problems that residents, whose homes face Paradise Bay Road, are having with trees in Bayview Village blocking their views.

Linda will try to contact someone from Jefferson County to visit TLV in hopes that they
will more fully understand our concerns.

NEW BUSINESS: Marge Haverstick suggested that the TLVA minutes and contracts be stored in notebooks at the Bay Club, in an area that has been designated for these duplicate/backup copies. The TLVA Annual Meeting has been rescheduled for 3 pm, December 6, 2007, at the Bay Club. This will give added time to research some additional information to be addressed at the annual meeting. There will be a new information packet and ballot in the mail by October 29, 2007. Some general information that was discussed during this time included the reminder that we now have to make some choices concerning our TV coverage, if we decide not to stay with Broadstripe. We should be very careful to read any new contracts, and make sure that we abide by the CC&R’s concerning the placement of the TV dishes. There was also some discussion about the TLVA audit. Garth Lindsey has audited our books in the past, but is reluctant to do it again. Bill Browne asked Marg Haverstick to contact someone from Olympic Village to see how they are auditing their books. A suggestion was made to have the various villages audit each other’s books. A discussion took place concerning the

Organization of a “Town Hall Meeting” to address some landscape problems that may occur in 2008…one being the problem of the Hood Canal Bridge closure, and how the landscapers will be able to get from Bremerton to Port Ludlow during that time. Another issue is the 2008 landscape contract. This “Town Hall Meeting” could include past and present board members and residents.
DISCUSSION FROM THE FLOOR: The majority of the discussion was about the water situation mainly on the south side of Port Ludlow. Janet Hanz brought it to our attention that PLA has committed $10,000 to the study of water quality and the lack of water pressure. Clark Ruggles presented a report addressing the landscape budget in conjunction with landscape expectations. He tied this in with the fact that he does not have adequate water pressure to reach all areas of his lawn, and therefore, has lost some plants. He also pointed out that because of the installation of pressure reduction valves, many homes on Seaway Place have inadequate water pressure, while the golf course continues to have adequate pressure. It was suggested that there may be a time when we will have to readjust the times of the day when our water usage is the greatest, and learn to conserve. It was also brought to our attention that the fire department requires a certain amount of water pressure to fight fires. Because of a time constraint, it was suggested that we table the discussion until a later date, or include it in the suggested “Town Hall Meeting”.
Gary Moore made a motion to adjourn the meeting and Tom Kingston seconded the motion. The motion passed, and the meeting adjourned at 4:55 pm.
