BOARD MEMBERS PRESENT: Dave Wheeler, Luanna Cooke, Tom Kingston, Marg Haverstick, and Dave Bobanick. Carol Katuzny and Gary Moore were absent.
GUESTS PRESENT: Bev and Bill Browne, 113 Outlook Lane, and Mary Clear-Padilla, 136 Clear View Place.
Vice President, Dave Wheeler, called the meeting to order at 3:30 p.m.
It was moved and seconded to accept the minutes as written of the February 27, 2006, and March 27, 2006, meetings. The motion carried.
FINANCIAL REPORT: In Gary Moore’s absence, the treasurer’s report was read by Vice President, Dave Wheeler. As of February 28, 2006, cash is $78,714.00, of which $53,055.00 is in our checking account. Dues collected total is $44,100.00. Still owing is $1,800.00, plus $166.73 in late charges from homeowners, Saunders-Johnson, who brought their mortgage(s) current and avoided foreclosure. The homeowners are due for $1,966.37 in 2005, and first quarter 2006 HOA dues. The Board hopes to arrange payments with the homeowners to bring their HOA dues current. SBCA also has a lien on the property for not paying SBCA dues. The lien was taken out in December of 2005. An additional $450.00 for the first quarter of 2006 is due from another home owner, and the TLVA bookkeeper indicates that this is a bank automatic payment problem that should be resolved by May 1, 2006. The Treasurer has not contacted the homeowner, because the bookkeeper was doing so. As of February 28, 2006, expenses were $25,854.00, and under budget by $1,670.00, primarily in landscaping at $1,333.00; administrative expenses at $104.00; general maintenance at $50.00, and utilities at $183.00. After the report was read, Marg Haverstick brought up a concern that homeowner dues in arrears could possibly set a precedent in the community in the future.
ARC REPORT: Tom Kingston reported that there was a request for a house painting permit, but since the job is not scheduled until June or July, the home owner will have to re-submit. Tom asked about roof permits for new roofs or roof repairs. There was also a discussion about roofing contractors, licensed and non-licensed, and our liability concerning their business ethics. Tom will report back at our May meeting.
LANDSCAPE REPORT: Dave Bobanick thanked Bill Haverstick for taking over the responsibility of landscape problems in Dave’s absence. Dave stated that he truly appreciated knowing that his job was in such good hands during those months. Dave met with the owner of Four Seasons, and confirmed that the lawn maintenance cycle has begun for the season, and that the job of fertilizing has been completed. The back flow testing will begin on April 26th. These reports will be submitted to The Washington State Department of Health. Concerning the removal of trees in Teal Lake Village, the SBCA would appreciate being brought up to date on this issue. Jack Manning, on Sea Vista Place, would like two trees removed, one small one and one large one. Dave Wheeler reminded us that if a tree is over six inches in diameter, a permit must be obtained. Dave Bobanick reported that by the end of April, all of the common areas will have been mowed. The problem of the alders that are growing on the bank of Teal Lake Road, will be resolved. The crane fly inspection was completed in March to determine the crane fly larvae infestation. The common areas will not be sprayed for weeds. Marg Haverstick suggested we remove the weeding of the homeowners’ flower beds from the contract because it is not effective. It would then be the responsibility of the homeowner. Marg also believes that there is a clause in the CC&R’s that would allow the board to hire maintenance done (weeding) on a homeowner’s lot if they let the weeding get out of control. The homeowner would then be billed for the work. There is a concern about the future appearance of lawns, in general, if each individual property is not weeded by the homeowner. The landscaper will address the problem of horse tails, which are growing out of control, and also the moss that is growing in the home owners yards. The rental property on Outlook Lane is in poor condition, and Marg Haverstick suggested that an addition be put in the contract that it is the responsibility of the home- owner to keep their property in presentable condition.
PLVC REPORT: Dave Wheeler attended the meeting, and reported that the Board is split on the issue of the removal of Bert Loomis from the Board, because of his refusal to obtain a home owners building permit. Another split issue is with the developer. Dave was disappointed that there was no accounting for the money that TLVA donated to PLVC last year. We did not send any money this year. The PLVC does get information back to the community, but seemingly on selected issues. Bill Browne explained that problems are generated by PLVC, but many are North Bay-South Bay generated issues. Decisions are being made, but not always publicly. There does not seem to have been an annual plan or a budget since October of 2005.
SBCA REPORT: Bill Browne announced that the last meeting concerning the Bay Club expansion proposal was held on April 21st. The SBCA Board recommends an assessment of $2,000.00 per home to pay for the $1,200,00.00 expansion project, if approved. Dave Wheeler voiced his concern that this might be a hardship on some homeowners. Bill Browne requested that the TLVA Board endorse the $2,000.00 assessment.
OLD BUSINESS: Dave Wheeler announced that four surveys have been received concerning the locked mailboxes. Hopefully, the rest of the surveys will be completed by our next meeting on May 22nd. The cost of the new mailboxes will be coming out of our TLV reserves. The total bill will be approximately $18,000.00, or $200.00 per home. There will be a 15% discount for the 98 mailboxes. Marg Haverstick will contact the other villages to see if they would be interested in the locked mailboxes, bringing a larger discount on the total bill.
NEW BUSINESS: Mary Clear-Padilla was welcomed as our New Resident Greeter and Information Contact. She does not wish to be on the TLVA Board, but will attend the meetings as a guest whenever possible. She will have a budget and will be able to use the Bay Club copy machine when necessary. Her e-mail address is mclear6@cablespeed.com. Marg Haverstick stressed the importance of obtaining the permission of residents before we list their e-mail address in our TLV roster. This may also apply to their phone numbers. Dave Wheeler suggested that we consider putting some gift certificates in our TLV welcome packets that might include the Port Ludlow golf pro shop, The Harbormaster Restaurant, and other places of interest in our area. We are now linked to the South Bay website, and it is up and running. Since the time has come for some TLV homeowners to address the issue of roof replacement or repair, we should look into acceptable roofing materials. Shake roofs are now available in a composition form, which is not as much of a fire hazard as the original shake roofs. Bev Browne reminded us that we have a building code issue, and if the original shake roofing material is used, it must be treated with a fire retardant.Dave Wheeler reported that a fire retardant called Decca, has been approved. Dave mentioned that a thirty-year roof is suggested as a replacement, and needs to be similar in appearance to the existing roof. Marg Haverstick suggested that Tom Kingston be in charge of writing a short article concerning roofs. The meeting adjourned at 4:45pm.
